In his recent speech, the President of Russia stated: “After the deployment of Western long-range missiles against Russia, the Ukraine conflict has taken on the characteristics of a World War.”Following the approval of Western allies for Ukraine to use long-range missiles such as the American “ATACMS” and the British “Storm Shadow,” the war in Ukraine, which is in its third year, has entered a new phase of tensions. On Wednesday, the American media outlet Bloomberg, citing an anonymous Western official, reported that Ukraine had used British “Storm Shadow” long-range missiles to strike targets in Russian territory.Earlier, Kyiv had also used ATACMS missiles to attack Russian targets. In response to these provocative actions, Russia, in addition to changing its nuclear doctrine, launched a large-scale missile attack against Ukraine early this morning. In this context, Russian President Vladimir Putin addressed the nation on Thursday evening in a televised speech, confirming that Western long-range missiles were used by Ukraine. He said, “On November 19, 6 ATACMS missiles and on November 21, one Storm Shadow missile were fired at targets in Kursk and Bryansk.”He added, “It is clear that using long-range weapons against Russian territory would be impossible without specialists from the countries where these weapons are produced. The conflict in Ukraine, after the attacks by Western long-range missiles on Russia, has elements of a World War.”Putin stated, “The use of long-range weapons by the enemy will not affect the course of the Ukraine conflict. Russian forces are advancing.”He also announced the successful test of the newest medium-range missile, “Orschnik,” confirming that Russia has used a medium-range ballistic missile with multiple warheads.Putin clarified, “Russia, using the Orschnik missile, attacked a facility in Dnipro that produces weapons, including missile technology.”He added, “Russian forces are successfully advancing along the entire front line. All objectives of the special military operation in Ukraine will be achieved. In the event of escalating tensions, Russia will respond decisively and similarly. The attack on Yuzhmash (Ukraine’s aerospace industries) was carried out by a ballistic missile with a non-nuclear hypersonic warhead.”He continued, “Russian forces are successfully advancing across the entire front line. All objectives of the special military operation in Ukraine will be achieved. In case of escalation, Russia will respond decisively and similarly. The attack on Yuzhmash (Ukraine’s aerospace industries) was carried out by a ballistic missile with a non-nuclear hypersonic warhead.”Putin said, “Russia is ready to resolve disputed issues through peaceful means, but is prepared for any eventuality, and if tensions escalate, a firm response will be made.”According to the Russian President, there is currently no defense system capable of countering Russia’s newest weapons, and modern air defense systems cannot intercept the Orschnik missiles, which travel at speeds greater than Mach 10 (about 10,800 kilometers per hour). He added, “The combat testing of the Orschnik missile system is in response to the aggressive actions of NATO countries against Russia.”Putin emphasized, “Russia advises civilians in Ukraine and citizens of other friendly countries to leave potential attack zones in advance.”He also issued a serious warning to Ukraine’s Western supporters, saying: “We have the right to attack countries whose weapons Ukraine uses to target Russia. The deployment of Russia’s medium- and short-range missiles depends on whether the West deploys them or not.”Putin had stated in October that Moscow would respond to Ukrainian attacks with American-made weapons deep within Russia. In this context, Putin signed an update to Russia’s nuclear doctrine on Tuesday
The extensive list of conditions for Russia’s use of nuclear weapons includes retaliation for the use of nuclear or other weapons of mass destruction against Russia or its allies; an attack on Russia or Belarus using conventional weapons that pose a critical threat to their sovereignty; verified information indicating that ballistic missiles have been launched to attack Russia or its allies; and the use of weapons of mass destruction against Russian military facilities and personnel stationed outside Russian territory.
